Возможность обретения Приднестровьем независимости зависит, в первую очередь, от России и от Путина. Тут ситуация простая. На сегодняшний день и Евросоюз, и Украина заявляют о нелигитимности нынешнего референдума, как и всех предыдущих.

Позиция эта, прямо скажем, подлая. Потому что Европа готовится предоставить независимость Косово, уже реализована независимость Черногории, никаких юридических, политических и моральных объяснений, почему одним можно, а другим нельзя, западные страны не предъявляют.

Более того, изо всех сил игнорируется главная причина стремления Приднестровья к независимости, — то есть, совершенные молдавскими гвардейцами массовые убийства в Бендерах в день школьного выпускного бала. После этого события жители Приднестровья не считают возможной жизнь в одном государстве с подобными ублюдками, которых за прошедшие 15 лет никто в тюрьму не посадил, в том числе и при нынешнем, якобы левом режиме Воронина.

Я уж не говорю о том, что у приднестровцев есть полуюридическое основание, заключающееся в том, что Молдавская автономная республика на территории нынешнего Приднестровья никогда не входила в состав Бессарабии, а была в составе Украины. Что объединение Молдавской автономной республики с Бессарабией и создание Молдавской Советской Социалистической республики произошло только после 1940-го года.

Oui à l'Europe fédérale !

Les discussions sur l'Europe sont le signe le plus évident de la confusion de la pensée actuelle. L'une des causes de cette confusion réside dans l'incapacité de la plupart des protagonistes du débat à raisonner à propos de l'Europe en d'autres termes que ceux de leur héritage politique singulier. Une autre cause est l'incapacité de ces mêmes acteurs à hisser le débat au niveau qui lui convient, celui d'une interrogation fondamentale sur les notions de politie, de droit, de légitimité, de représentation, d'autonomie et de souveraineté. Ces traits sont particulièrement marqués en France, ce qui n'a rien d'étonnant, puisque la mentalité de la classe politique, de droite comme de gauche, n'a cessé depuis des siècles d'être structurée par le paradigme, bodinien d'abord, puis jacobin, de l'unité (au détriment de l'union) et de la souveraineté indivisible (au détriment de la souveraineté répartie).

Les réticences vis-à-vis de l'Europe s'alimentent d'abord des incontestables défauts de la construction européenne. On ne peut qu'être frappé à cet égard du total décalage existant entre une union européenne particulièrement avancée sur le plan commercial et financier et quasiment inexistante dans les domaines militaire, politique et social. L'Europe ne dispose aujourd'hui d'aucun exécutif digne de ce nom. Elle est créatrice d'obligations par le biais du droit communautaire, mais semble incapable d'en donner la justification. Le discours sur la subsidiarité est contredit par la mise en place d'une bureaucratie qui se veut omnicompétente. Faute d'une instance constituante, rompant avec la méthode opaque des conférences intergouvernementales, l'Europe devient productrice de flou. Ne comprenant plus rien à l'enchevêtrement des compétences et des pouvoirs, inquiets devant les " abandons de souveraineté " qu'ils ne voient pas compensés par l'émergence d'une souveraineté européenne, menacés dans leur vie quotidienne par un double déficit démocratique et social, ayant le sentiment que l'Europe se résume aux banquiers de Francfort, aux technocrates de Bruxelles et aux juges de La Haye, les citoyens tendent à regarder l'Europe comme un problème plus que comme une solution.

L'Union européenne ne remplit donc pas le rôle que l'on est en droit d'attendre d'elle. Mais qu'en est-il de la France ? William Abitbol et Paul-Marie Coûteaux écrivent que " l'Europe n'est plus qu'un instrument de la mondialisation et non le rempart qu'elle prétendait jadis lui opposer ", mais ils reconnaissent en même temps que " notre pays n'a plus la moindre politique, ni même les moyens d'en avoir une " (" Souverainisme, j'écris ton nom ", Le Monde, 30 septembre 1999). La vérité est que tous les maux qu'on prête aux institutions européennes se retrouvent à l'échelon national. Il n'y a pas moins de " déficit démocratique " en France qu'en Europe, la technocratie parisienne vaut bien la technocratie bruxelloise, et l'on ne voit pas pourquoi les fabricants de fromage qui s'indignent, à juste titre, qu'on réglemente leur production à Bruxelles, devraient trouver normal qu'on la réglemente à Paris. Quant à la diversité des pays européens, qu'on allègue parfois pour en tirer argument contre la construction européenne, elle n'est pas moindre que celle des régions françaises : vouloir réunir l'Allemagne et la Grèce n'est pas plus extraordinaire que d'avoir réuni la Corrèze et l'Ile-de-France. Dès lors, la seule question qui se pose est de savoir à quel niveau la souveraineté peut le mieux s'exercer. La réponse n'est pas douteuse. Une Europe imparfaite vaut mieux que pas d'Europe du tout.

Ce qu'on peut en fait le plus reprocher à la construction européenne actuelle, c'est de ne rechercher une légitimité qu'en termes d'output, c'est-à-dire en termes d'efficacité de résultats mesurés et prédéterminés par un cadre régulateur d'intégration au marché. La dynamique d'intégration s'oriente alors fondamentalement vers une société de marché transnationale et socialement dérégulée, dont la valeur se résume à la stabilité monétaire et à la compétitivité des entreprises. " Les conditions préalables à la formation d'un consentement négocié ne sont pas réunies, constate Thomas O. Hueglin, car chaque joueur va chercher à maximiser son intérêt dans ce jeu à niveau multiple plutôt que de prendre un engagement de solidarité mutuelle " (" Le fédéralisme d'Althusius dans un monde post-westphalien ", in L'Europe en formation, printemps 1999, p. 38). Or, ce qu'il faut rechercher, c'est au contraire une légitimité en termes d'input, la construction européenne devant avoir pour objectif de permettre à toutes les parties associées de traiter elles-mêmes librement, chaque fois qu'elles le peuvent, les problèmes qui les concernent, en acceptant les conséquences qui découlent de cette liberté.

L' " Europe des Etats ", l' " Europe des patries " ou l' " Europe des nations ", formules commodes pour masquer un refus fondamental de l'Europe, ne permettent pas d'atteindre un tel objectif. Il en va de même d'une " nation européenne ", qui reporterait au niveau supra-national toutes les tares propres à la logique unitaire de l'Etat-nation jacobin - et aussi d'un fédéralisme " par le haut " qui n'est que trop souvent l'alibi de l'hégémonisme. Seul le fédéralisme " par le bas ", dit aussi fédéralisme intégral ou sociétal (cf. Lutz Roemheld, Integrale Föderalismus, Vögel, Munich, 1978 ; Thomas O. Hueglin, Sozietaler Föderalismus, Walter de Gruyter, Berlin, 1991), fondé sur une application rigoureuse du principe de subsidiarité, peut permettre, en faisant partir la construction européenne du niveau communautaire, local et régional, de rejeter d'un même mouvement l'impuissance et le nivellement.

La prédominance du modèle de l'Etat-nation a fait oublier qu'une nation peut aussi bien se composer d'une pluralité d'Etats, et un Etat d'une pluralité de nations. Il faut se défaire de cette vision étatiste et absolutiste qui a trop longtemps interdit de penser l'exercice de la démocratie dans un cadre autre que celui de l'Etat-nation, alors qu'elle a partout entraîné l'uniformisation, la relégation dans le privé de liens substantiels entre les membres des diverses communautés, la suppression des enracinements concrets et des appartenances particulières, la centralisation et la concentration des pouvoirs entre les mains d'une Nouvelle Classe de gestionnaires et de techniciens. Comme l'avait déjà noté Nicolas Berdiaev, l'Etat n'a de sens que pour autant qu'il crée les conditions du vouloir vivre ensemble, en faisant participer à la vie publique tous les membres du corps politique tout en étant le " garant de l'ordre des autonomies " (De l'esclavage et de la liberté de l'homme, Desclée de Brouwer, 1990, p. 194). Il s'agit de retrouver les échelons intermédiaires supprimés par des siècles de jacobinisme, et de faire resurgir une vie locale fondée sur des valeurs partagées, aujourd'hui menacées par la montée de la rationalité anonyme, des valeurs marchandes et de la mondialisation.

Nous ne sommes donc ni du côté des " souverainistes " nationalistes ou nationaux-républicains, ni du côté des " libéralo-libertaires " qu'on leur oppose parfois. Nous pensons que l'Europe doit aller vers un fédéralisme par le bas. Cela signifie que les petits Etats européens doivent se fédérer entre eux, et que les grands doivent se fédéraliser à l'intérieur de leurs frontières. On a besoin en France d'une Europe fédérale souveraine, à la fois " une et indivisible ", comme on a besoin en Europe d'une France fédérale, qui cesse d'être une " république une et indivisible " pour devenir la république fédérale des peuples de France.

Comme l'a souligné Marcello Veneziani à propos des approches géo-philosophiques du problème de la territorialité, le besoin, caractérisant l'attitude communautaire, de se reconnaître dans des archétypes, traditions et continuités formant un horizon de sens, est inséparable du sentiment ou du désir d'appartenance à un lieu, d'enracinement dans une terre d'élection, de recherche d'un horizon où se fixer. C'est l'affirmation de la valeur des lieux et de la mémoire contre la mondialisation déracinante, cosmopolite, multiraciale, laquelle s'exprime aussi au travers du nivellement des caractéristiques locales, de l'uniformité indifférenciatrice où la Terre est comme fondue de nouveau en un bloc unique, monotone et déculturant. Dans le cadre de ses pertinentes oppositions terme à terme, Veneziani soutient que « la communauté relève d'un lieu, ce qui est libéral d'un temps » : la communauté est la pensée d'une origine et d'une généalogie inscrites dans des lieux précis ­ patrie ou matrie ­, d'où elle tire aliment et sens (« La frontière n'est pas le mal, mais ce qui garantit concrètement la sphère de notre être et de notre agir » (1) ; le cosmopolitisme faustien, la fuite en avant libérale, sont au contraire tout entiers tournés vers la libération de ce qui rattache à une terre et à la singularité d'un lieu, au nom de l'universalisme à réaliser au sein d'une temporalité orientée vers le progrès. Ceci signifie que l'insistance sur la variabilité des temps et des traditions, donc sur le relativisme historique des valeurs, a pour pendant la tendance complémentaire à l'abolition des différences, des identités partielles et éparses. Inversement, la défense des différences, des identités et des traditions qui s'incarnent dans des patries territorialement définies, s'accompagne généralement d'une mise en valeur de la mémoire, de l'héritage culturel, dans le cadre d'une idée de communauté élargie aux ascendants et aux descendants, ainsi qu'à la terre elle-même.

Arménie: nation martyr de l'orthodoxie

 

Plus d'un touriste s'émerveillait jadis, en 1988, à Erivan, capitale de l'Arménie, de pouvoir aller se promener dans les montagnes du Nagorno Karabagh, une région dont le nom signifie “jardin noir” en langue turque. Aujourd'hui, ce pays merveilleux est l'endroit, sur la planète, le plus couvert de mines anti-personnel. Le Nagorno Karabagh, que les Arméniens appellent “Artzhak”, est un nouvel Etat, né de la résistance et de la guerre des partisans menée par la population arménienne contre l'invasion islamique turque venue d'Azerbaïdjan. Les Azéris, effectivement, se sont rendus maîtres du pays au moment de l'effondrement de l'Union Soviétique. Si on s'y rend en voiture en venant de la cité de Berdzor, il faut traverser un no man's land encore infesté de bandes azéries et passer entre deux colonnes frappée d'un symbole identique au “Soleil des Alpes” placé sur une épée marquée d'une croix. On se trouve alors dans le district de Shushi, une ville accrochée à une montagne escarpée, où Sergey Tsaturian reçoit les visiteurs. Il est le commandant de la Garde Nationale. Il est l'un des sept frères de la première famille qui, guidée par le patriarche Grigory Shendyan, âgé de 98 ans, a pris les armes contre les envahisseurs. Avec grande fierté, il nous montre une église dont on achève la construction: les Azéris d'ethnie turque l'avaient incendiée puis faite sauter à la dynamite, il y a trois ans.

Alexander Gorelovsky: Course of “PRORIV!” for independence and unity with Russia

Correspondent: Alexander, today “PRORIV!” suffers an informational blockade. Corrupt officials and botchers unite in order to make your popular movement leave the political scene. How can you comment on this fact? Does “PRORIV!” have any prospects of success in such a situation?

A.G.: Unfortunately, our youth was betrayed. During the blockade and the referendum our boys and girls supported our republic and its course for integration with Russia under sunny flags on hot and cold and even rainy days. All Pridnestrovian state mass media showed these actions almost every day. Then they received a command from above not to show those actions. And they obeyed. Guilty conscience of the executors is fed with state and bank bonuses. They eventually lose their value, but do not notice it. Today the principle of the national channel is the following: “One party. One fund. One bank. ”
People complain of it and say that makes them sick. But the opinion of people is not an argument for information mafia. “PRORIV!” in turn got only stronger in such conditions. We learned to work without TV.
Our young people communicate directly with people – they distribute newspapers, booklets, calendars. They tell people about the goals and objectives of “PRORIV!”, inform about current events in republic and abroad. Sooner or later we will also unblock television. “Our cause is just. We will gain victory!”

L'Eurocrate, le Souverainiste et le Plombier Polonais

La construction européenne apparaît moins comme la clé de la prospérité du vieux continent que comme une tentative, à ce jour infructueuse, d'enrayer le déclin bientôt séculaire de ce qui fut le foyer de la civilisation occidentale. Dans tous les principaux domaines, qu'il s'agisse de l'emploi, de prospérité, de sécurité, de démographie, de culture, de langue, le bilan est somme toute modeste. Perçus comme des mouvements insidieux dont le rôle consisterait à détruire l'édifice européen de l'intérieur, les groupes parlementaires eurocritiques peuvent aussi être vus comme un révélateur des faiblesses de la construction européenne. Les élites européennes semblent vouloir combler la lacune identitaire de leur projet par une uniformisation culturelle qui créera une identité européenne artificielle, détachée d'un long passé et dont la raison d'être était une diversité harmonieuse.

Dmitry Soin: Strategy of counter fire

On questions of NPA Dmitry Soin answers, - the chief of a department of protection of the Constitution of the Ministry of state security of Transniestria, director of Transniestrian branch of the Counsil on National strategy of the Russian Federation.

D.Soin - is one of key figures in Transniestrian leadership. The Moldavian mass-media call it " grey cardinal of Tiraspol mode ". As a matter of fact, it plays a role of a moderator of political processes in the TMR.

- What legal bases of Transniestrian statehood are? Whether there is the general " national idea ", consolidating Russian, Ukrainians and Moldavians of Transniestria?

- Transniestria has been created on the basis of will of people, and it is the main legal basis of republic. Since first steps of the state construction and finishing the important state decisions - everything in Transniestria passed through referenda. There is no postSoviet republic, which has such approach. Perhaps, only the modern Europe differs a similar saturation with plebisists.

And also there is one thing. Transniestria has found statehood much earlier than Bessarabia. In 1924 the Moldavian autonomy in structure of Ukraine which capital was in Tiraspol has been created. Then in 1940 the USSR within the limits of pact of Molotov-Ribbentrop has returned to itself Bessarabia and for formation of new Soviet republic associated it with Transniestria. In such a way MSSR was formed. When the Moldavian members of parliament in 1990 accepted the decision about denouncement of pact of Molotov-Ribbentrop, they did not understand, that create legal bases for independence of Transniestria. There is no pact - there is no MSSR, and, hence, Transniestria acquired the full right to self-determination.

- In Transniestria elections in local authorities have passed, and then parliamentary and presidential elections are coming. Whether Igor Smirnov will stand for new term? Whether the situation in republic is stable? Whether " velvet revolution " waits the TMR?

- Transniestrian experts converge in opinion, that Smirnov will stand on a post of the President. To it the experience turned out for three presidential term and authority, both on internal, and on external arena allow to make it. Certainly, various circumstances can interfere with development of political events - for example, the same velvet revolution, or color revolution. And it is very carefully prepared today and on high turns in Kishinev. As usual in such situations, the role of sponsors, organizers and inspirers carry out the western embassies and funds. We have: embassies of the USA and the Great Britain, Soros and Ebert funds. There are also other players, but it's the base.

For the sake of expression of Russia from region the West is ready to shut eyes to existence in Moldova obviously totalitarian mode with all neo-fascist attributes. In a context of it Kishinev so confidently counts to get the western support in struggle with Transniestria. Therefore in the near future it is possible to expect a sharp aggravation of a situation. We do not panic and are ready to repulse any intrigues of " the fifth column " and to its patrons from the western structures. But objectively our own problems stir us. It, first of all, struggle between carriers of old and new sights at a policy. The become obsolete persons see all event through a prism of 1990, and it threatens with accident.

Now there is the third millenium, also it is necessary to keep up to date. In this respect Americans are good fellows. In my opinion, they managed to create the international corporation specializing on elimination objectionable Washington of modes. The corporation has consulted with the problems in Georgia, Adzharia, Ukraine, Kirghizia. It has inspired its founders, and they plan new " revolutionary waves ". Conservative Bush has started talking Trotsky's language and has called for " a world democratic revolution ". We can't stop velvet revolutions by counterrevolutionary methods, guarding projects and administrative resource. Only counter, not less ideologically and energetically armed, wave can destroy a revolutionary stream directed against political system. I designate it the term " Strategy of counter fire ". And as to us about attempt of revolution - it will be solved on April, 22 at summit of GUUAM in Kishinev. I think, not casually it has coincided birthday of V.I.Lenin. Besides difficultly hidden hint on a revolutionary component of a meeting.

- What is the level of democracy in the TMR? What oppositional forces are most active? Whether there are politicians behind whom the hand of Kishinev is felt?

- In Transniestria from the moment of declaration of republic the multi-party system operates. The civil society - about 600 registered public organizations is developed. Seriously private, independent of the state of mass-media, including TV and radio stations are presented. Oppositional political structures and mass-media operate freely. Unfortunately, the majority of these organizations is financed from Kishinev, or signed by foreign grants. Despite of the put large sums, they are not numerous, but thus aspire to declare loudly itself, there are on various sorts scandals and provocations.

- Whether threat of " soft suffocation " of Transniestrian statehood is real through activity of various funds, public organizations, the mass-media, propagandizing idea of integration with Moldova and EU? How the population concerns to idea of returning to Moldova?

- Yes, this threat exists. Budgets of funds, granting antiTransniestrian organizations and mass-media, are estimated in millions dollars. And it is on Transniestria where live near by 590000 person. Can imagine itself, what is financial stream to proportions to local scales. But while these efforts do not reach result necessary for Kishinev. A problem is that the majority of the population hostilely perceives everything that goes from the right coast. According to sociological surveys only 8 % of the population would be ready to live in the state Moldova. The others prefer Ukraine and Russia. And the leader is Russia, - 60 % of interrogated, on the second place is Ukraine, and only then goes Moldova.

- You are a composer of popular in Moldova and Transniestria the collection " Naked Voronin ". As though you could characterize this person and the politician briefly?

- If briefly it is better to address to classics - the political prostitute. For rather short political career V.Voronin has had time to be as the proRussian, proMoldavian and westernized politician. And all for the sake of satisfaction of a pathological complex of authority and thirst of enrichment. Voronin has transformed Moldova in fascist bantustan, in reservation for the population, and ranch for itself and the confidants. For the first term of board it and its son Oleg Voronin became multimillionaires. In the second term they can appear in ratings of the richest people of the world. And this is done under communistic banners and slogans. A typical case of large political swindle.

- What does Voronin's re-election for new term mean for Transniestria? What will be strategy of actions of new-old Moldavian authority concerning the TMR?

- First of all it means a sharp and extremely dangerous aggravation of a situation. V. Voronin should fulfil urgently given to the West promises. And they include the decision of a problem of the Russian military presence which is very actual for the euroAtlantic forces. It is natural, that V. Voronin should establish the control above Transniestria. And it smells slightly of gunpowder. So cheerful will be a little, and as to the tragical moments, they are quite expected. As V. Voronin by the nature, on its psychics is an aggressor.

- Recent incidents in Vasiljeka, Dorotskoe - is ordinary "disassembly" in frontier area or a prelude to renewal of the conflict?

-Have no doubt that it's a prelude to the beginning of operations. Moldova feels confidently, and, got support of the West, can go on large provocations. As a cold shower Transniestrian and Russian armies here act. Events can take any turn. In Georgia the Russian military bases stood and even now continue to stand, but they have not rescueed Shevarnadze and Abashidze. Such things have importance: internal consolidation of a society, readiness to struggle for independence and to repulse every possible intrigues and revolutions.

- Whether is Transniestria ready to return to model of peace settlement on the basis of " Kozak's memorandum "? Or the scheme of " asymmetric federation " Transniestria arranges? Whether there are other prospects of settlement of the conflict?

- You can't enter twice into one water, spoke ancient. And attitudes with Moldova brightly confirm it. Today neither we, nor are not Kishinev ready to speak about federation. It is not so necessary to us. Transniestria took the rate on construction completely the independent state. And Moldova has also buried idea of federation. It was sounded personally with V. Voronin. So there is a system crisis in negotiating process.

- Whether is there in practice " a commonwealth of unrecognized states "? How passes cooperation between them? Can they help to each other in case of military aggression against one of them?

- The CIS-2 exists not only on a paper. There is a constant communications between Sukhumi, Tskhinvali and Tiraspol. Mutual visits are made, treats about cooperation are subscribed. Cooperation in military sphere is real, but the main thing is that unrecognized republics support each other at sociopolitical and economic levels. And it already installs optimism and confidence that people will keep the statehood and sooner or later, but will be recognized.

Roman Konoplev interviewed one of the most scandalous «drab cardinals» of Transdniestria.

D.S. – is the legendary figure of the Transdniestria political bomond. In 1990 had founded first non – communist youth organization «Russkaja pesnya», after that in the middle of the 90-th he was got into the anthology «Extremists and Russian extremist organizations», that was established by Proshechkin.

In time the present Moldavian president Voronin had the dull appearance in front of him and “the hands on the hood”, when he had been detained in the town Bendery in 1998. At that time the leader of Moldavian communists was perspiring abundantly, was swearing in fidelity to the Ministry of Governmental Security and was begging of him for letting him go home. For that, and not only, as he had become a president, he enrolled Soin in private enemies.

Dmitriy went through several attempts on his life. Till nowadays he belongs to “the list on annihilation”, that was compiled by Moldavian special services, he is reported to be the director of Transdniestrian branch of The Soviet of the National Strategy, he is the associate professor of The Transdniestrian University’s department of politology and sociology, the major of the MGS, journalist and political technologist, who practices yoga and meditation. He hadn’t lost any election campaign. Even when had to excoriate local oligarchs. Recent years Soin has been generating new generation of Transdniestrian politicians. The most ambitious and successful media projects are ascribed to him.

Two days, a few hours in traffic: television, private offices of the Ministry of Governmental Security, the bank of the river Dniestr, the University’s lecture halls…The result is in front of you.

R. K.: - What is it – Transdniestria?

D. S.: - Transdniestria – is the place, where geopolitical interests of the West, of the East, and of the North and of the South are simultaneously coincided and clashed. It has been taking place for ages yet. Everybody dreamt to grasp this tempting morsel: in the past Tatar hordes were nomads here, the North of the Republic was the part of the Polish – Lithuanian Principality, to the South of the river Jagorlyk - Turks dominated. Ukrainian Cossacks were situated here for a long time. Then had arrived the earl Suvorov and with one successful bayonet blow he closed the books on the Transdniestrian question for almost 200 years. The collapse of the Eurasian quasyimpire – The USSR once again “tightened the Transdniestrian knot up to limit.’ The reasons, according to which the fights for the territory of Transdniestria by no means weaken, are clearly understandable: The TMR Is one of the vital centers of Eurasia. The possession of this center in spite of its small territory and insignificant number of population gives the right to pretend on the role of Eurasian empire. The Balkans, The Northern Black Sea coast and The Carpathians, and The Crimea are turned to be easy ranged from Tiraspol… Geopolitical axis “Moscow – Kiev – Belgrade” is impossible without participating of The TMR. Outstretching along the left bank of the river Dniestr attaches to Transdniestria geostrategic values and permits to control transport nets on line “Asia – The Balkans. If somebody doesn’t want eastern Slaves to reduce to the marginalious ethno-religious group, then among the others they are needed to crowd out of Transdniestria. And untrifling interest to the region from the direction of The USA and NATO is by no means accidental.

- The president Smirnov – is he politician of the past or of the future?

- He is the politician of the present that is directed toward the future. Your promulgation states your position as the president Smirnov is a politician of “the period of Jelzin” and I don’t agree with this point of view. Yes, he operated in that period of time, but he differed qualitatively from the so-called “Society of reorganization. Even if that thing, that he fought for conservation of the great Motherland, and exactly this way of thinking was very unpopular and dangerous in Jelzin’s epoch. As distinct from the absolute major of political leaders on the post soviet space, Smirnov didn’t have top-level-political roots, contacts with Communist Party of the Soviet Union (CPSU), he wasn’t a part of the party elite. There were many presidents: Shevardnadze, Kravchuk, Aliev, and again the president of Moldova Voronin - is the person originally from the party top-level. Smirnov – is from another surroundings. He is manufacturer. It’s, probably, in keeping with new generation of Russian governors. In time exactly that thing that he wasn’t a top-level unit saved him from defeats. After all party top-level thinking paralyzes frequently the political will. I suppose that Smirnov was always considered to think in such way: that the base of politics is economics, and that the independence of Moldova must be confirmed by welfare of citizens. That’s why, at any price, even in conditions of economic blockade, the standard of living in Transdniestria will always be higher rather than in Moldova. That fact that Smirnov is the person of Jelzin’s epoch confirms his originality, his inborn intuition – he is extremely far not only from close ties of party functionary, city-committees, regional-committees, he is far from PR-technologies, which dragged more dead than alive Jelzin on the political arena of the end of the 90-th. As for the time – they are people of one epoch. As for the qualitative content – they are not. Try to remember how submitting to PR-technologists with the crushed heart had to dance and to swing on child’s swings… Smirnov would never afford it.

For many long years Igor Nikolaevich is the political embodiment of the Republic, he had been created the Republic. From the point of political metaphysic’s view, his mission will be ended with the recognition of the Transdniestria. But inasmuch as the struggle may last a long time, in front of the Transdniestrian elite is appeared the question about acceptable mechanisms of the power’s transmission. However, both today and tomorrow – Smirnov will be the brightest figure in Republic. Have a look, who thirst now for the power? To whom we may entrust? To Buchatski, who lied down under Kishinev, and became friends with the terrorist Sh. Uritu? «The Independent Moldova» publishes his libels; he is like a “Vlasovets” at the enemy’s camp with them there. Or to the “Communist” Radchenko, that is similar to Bulgakov’s Sharikov? Or, may be, to Saphonov that, by the way, is the most intellectual and decent from the brilliant assemblage of oppositionists-figures, but in the process he publishes his newspaper using American money, and he doesn’t conceal it? Try to remember all the elections of the past. There always is the certain power that finances oppositionists of Smirnov. And, as we see, it’s without results. Every president has his own mission. Smirnov – will discharge sooner or later his own mission – he will achieve the recognition of the sovereignty of our Republic.

In Transdniestria lives a great quantity of honest people; they support our leadership and president, but not at all. However, by their own will, they don’t go to the opposition, only for that reason that their actions may play into the hands of the absolute enemy – Moldova. Transdniestrians are very wise people and they understand that it’s not time for inside squabbles. However, there is another problem. Many officials cover up their actions by our Republic. There are degenerates. There is a corruption and stealing. If you disturb such a person – you’ll hear squeal: “you destroy the Republic”. Such is the law of genre, that heroes don’t become officials. Heroes of the war and those people, who were in trenches, weren’t “able to nudge and to shout: “give me, give me…” Now frequently their families live in utter poverty. But they clearly understand that our Republic feel hard and it’s necessary to tolerate. And somewhere at high offices these flour worms went out. During the war they were basking in the sun in Zatoka and learned the Romanian language just in case. It’s necessary to crash them. If we don’t do it, they will turn our republic into a moldering stump. For being in such a way it’s not difficult to do it. It’s enough for example, to repeat regularly with clever appearance, that our recognition is impossible. And it’s in the process of that literally one year ago to the UNO was accepted a small separatist island – Eastern Timor, that is populated by aborigines. Or we are diligently lied by them, so as our people to lose the belief in recognition of the Republic. After all for existence of the Transdniestria is extremely important, what kind of social opinion dominates in our region.

- What things are not enough for the Transdniestria?

- Actually, the problem is that economics isn’t in a position to substitute for politics completely. Harsh information war takes place, and the Transdniestria suffocates from the shortage of ammunition. For example, there are books about events in Bendery, History textbooks, memories. But where are: fiction, hits, cult novels, and profound philosophic works? It’s not enough of professional television transmissions, political talk shows. We start to spin around. Not everybody understand that even if in Moldova be relieved of 150 presidents – Moldova will remain the recognized state – Moldova. In Transdniestria is enough of some strategic mistakes and the state will terminate its existence. It’s necessary to remember that we aren’t recognize, then we may start up all the mechanisms of political industry, including corruptional scandals and exposures, and so on. Today it will kill the Republic. I would like to argue with certain analysts on their put forward ideas of changing of the Transdniestrian elites. For example, with Saenko. You know, they, these elites, have just formed and didn’t end their structuring. Ore likely on the contrary, it’s necessary to help. On my opinion, have come the time to transform exactly political paradigm. And that’s why… The time of the classic politics has gone. Apparently, mainly because of the political titans, such as: Lenin, Mussolini, Roosevelt, Churchill, Stalin, Gundy and so forth world eminent figures have become extinct. They were taken place of the big guns, jesters, saxophonists, erotomans, and swindlers… Filling pockets and fooling around in their own pleasure they had thought that dull masses would swallow all the things, but it wasn’t so. The crowd saw through them quickly and stopped to participate in political appearance on voting districts is actual both on the West and on the East. And in Transdniestria – too. The referendum about the ground was shamefully failed; not because of the mass’s sluggishness, but because of the false understanding its history of Hitler, Mussolini and Stalin showed that real politicians might be dangerous. They are fanatic and carry threat. They ere decided to replace by the puppets. From one extreme they fell into other. And the show was failed. In major countries they have already reduced the appearance on the elections to 25 %. That is to say 12 – 13 % of general number of citizens solve fate of nation and of the country. By Pelevin, it’s turned out that “politics and politicians – it’s television transmission”. I practically share this opinion at all. Long ago we haven’t seen alive people, but only image masks delivering speeches of the same type. But today people don’t want to watch political TV-transmissions. They want to watch Nagiev, Hanga and other apologists of dirty laundry and of sexual perversion. On emanating from this, political conventions, conferences, meetings for the increasing of appearance and of interest are needed to dilute by striptease, fashion-show and free of charge distribution of contraceptive devices and syringes… The masses and especially, the youth will react, but it will sign the total collapse of classic political culture. Look, politicians – it’s the sect of ambitious, greedy, lustful and, by the way, of boring subjects. Gay persons are voted for because they amuse people – the phenomenon of Jirinovski is the most successful as an example. Due to it, most often, artists, show-stars and others are elected on responsible posts. The USA wondered the world with its governor Schwarzenegger. Why not Russia doesn’t wonder the world with the president Kirkorov? All of the high-ranking class has also turned into the sect of protestant sense. They even get dressed like the Iegova’s witnesses – grey coats, ties and so on. They have their own language, surroundings, and dispositions. They are: standardization and incubatoration all over. There are its own rituals, ceremonies. They aren’t understandable by youth, the middle class doesn’t understand it too, and little old men vote only by inertia, for the last full life, and swindlers of Voronin’s type take advantage of it. They hang out Communist flag, worm their way into the big politics and get rich on it till limitless scales.

Degeneration is accelerated by food of high caloric content, non-active way of life, alcohol, drugs and new tendencies, such as: sodomy and pedophilia. Contemporary politicians perfectly feel, who is their, and who is – someone else’s. And sensibly fearing of themselves, they delete and eliminate foreign people.

In this connection our problem is to try to generate ideology of the Postmodern, exactly in Transdniestria, it’s ideology of the 3-d Millennium. We have the base for it. The Republic was founded by alive real politicians, by leaders that have been nominated on 1-st roles by the masses and epoch. We cannot permit them to take the place of gutta-percha’s puppets, which are submitted to impulses of large marginal capital. Unique republic must be controlled by unique real figures-persons, but not talking heads, whose provincialism and foolishness breaks through covers of bought diploma and academic degrees. We need to prove to the whole world that the Transdniestria is unique and it presents the pattern of democratic formation in the newest history its own sovereignty. From “outpost” and “line” Transdniestria must turn into the “bridge” between differentiating for the time being parts of forming Eurasian space.

Now the difference between the TMR and the same Bryansk area isn’t so great. But exactly the TMR is able to beget something new... Only military aggression of the major world players can destroy natural process of the Transdniestrian development.

- But the opportunity isn’t excepted?

- Unfortunately, no. American roller is started up… It is so huge that it’s able to overwhelm, practically, any country, even consisting of many millions. And if it is concerned with the last USSR’s space, then the roller will go against all the Russian enclaves. Transdniestria is the most organizationally formed among them. Bad forecasts may become truth. Of course, there are some hopes, related with Russia. But, as for me, I treat to it with great caution, as far as today Russia isn’t in that condition to be integrated into all social, political, economic and military-strategic charts of the West. The claim on participating in military maneuvers with NATO is the serious signal that provokes the reconsideration of geopolitical paradigm. The model of “Freedom’s island” will make us too vulnerable. What is more, attempt to be more sacred, than Russia in hopeless fight with NATO may cause irritation and desire of too much zealous ally’s destroying in the same Moscow. In general, e can say that the necessity of geopolitical and information strategy’s correcting have ripened or, may be, have become overripe.

- What are perspectives, connected with relations with Russia and the other world?

- I’ve already told it and, may be, I will repeat myself. Recent 14 years we positioned ourselves as the outpost of Russia. It’s the reason why we’re still in the most complicated relations with the West. And for today it’s too late to change something in this sphere – anyway, the West won’t support the Republic, even if stop to present itself as “outpost”. It goes without saying that oriented toward Russia, we must look for outlets to western direction – we can’t work out without it. In any case we must resolve here problems o our safety, to the extent that it’s senselessly to wage guerilla war on the Transdniestrian territory. And who will agree to play guerilla’s role? Of course, and in future we will develop contacts with Russia to the maximum. We wish Transdniestria became that territory, where are harmonized to the maximum interests of the West and of the East. With regard to the strategy of “inter-civilized bridge” is perspective. It will be realized only with the condition of separate coexistence with Moldova. While Voronin is still having power, any contacts with Kishinev and any conversations about federalization are simply dangerous. After overthrow Voronin’s tyranny Moldova will have to treat from the small-town’s national communism and totalitarianism approximately for 10 years. I think, that Romanians will cope with it best of all. They have a very rich experience. Let’s try to remember Ceausescu. We must be independent with guarantees of Russia, Ukraine and OSCE. There are not big and independent prospering states – for example, Switzerland. Transdniestria may become a spiritual Switzerland – the country with unique values and universal out-block ideology. As for Dalai Lama, he doesn’t control any territory, but his ideological influence is sensed in the whole world. We can say that he realized idea of “Spirit’s State”. Dalai Lama is the world-recognized leader, although Tibet’s territory – I hope – is temporarily occupied by China. And somebody doesn’t occupy us and that’s why we’re free to generate our own model of geopolitical positioning.

- Certain religious organizations maintain, that in Transdniestria is founded the Republic “of yogis and magicians”. But Soin is mentioned as one of guides of this idea. Is it real?

- Actually, such information took place in different sites and even filtered into the press. Inasmuch as I am not a guide of such ideas, then I prepare judicial lawsuits for that people, which have established this disinformation of mass media.

Our region is orthodox region, but only not in religious sphere, but in social-cultural sense. In Republic are approximately 60% of believers, among which some of them – 70-75 % - are considered to be orthodox people. Absolute major of these people doesn’t go to Temples, doesn’t keep the posts, doesn’t confess and doesn’t receive communion. However, by virtue of age-old tradition they are considered to be orthodox people. And it’s good. Possibly, someday these people will come into temples and will start to live in-church life. Conversations about “The Republic of Yogis and Magicians” carry on representatives of the so-called religious busyness – feel the ground slipping from beneath their feet. A whole series of corruptional scandals, appearance in criminal affairs, stories about widespread in that circles sodomy incited pseudo-religious figures to fight against the state. For example, we have our own Lev Tolstoy – it’s Peter Alexandrovich Zalojkov – President’s authorized in the field of affaires of religions and cults; he was excommunicated. Imagine, Lenin as the main god-fighter of the past wasn’t excommunicated, and Zalojkov that had done a great deal for rebirth of theology was appeared outside the Church. And the problem is only concluded in that in the state attended to bring out into the open the Church’s commercial activity, they wanted to make them pay taxes of economic activity as in every civilized state. They have sneaked into politics. People in cassocks have appeared in social organizations. You know, politics is dirty busyness and if people are truly spiritual people they won’t sneak into it. With the exception of cases, when, for example, it’s necessary to appeal people for defense of country or for something great and national. They were started to remove from feeding through, and were striken in dirty hands, just at that moment, when they were ready to proclaim the clerical state. That’s why certain businessmen in cassocks took up with black PR. In these ravings that consists of wails about neopaganism, Satanism and other nonsenses, that aren’t characteristic to Transdniestria, is concentrated all the pagan priests pain of lost million prophets, Mercedeses, contacts, repasts and et cetera.

From my point of view, present religious identification doesn’t have a serious future. Are left only splint signboards, cliche. Russian – then he is orthodox. Arab – then he is Moslem. Such stereotypes are artificially imposed. I doubt whether it’s freedom in total meaning of this world. It’s worth overcoming it. Division by religious indication lead to the most bloodshedful wars. Even now when person contrary to religious dogmas took off, took a step to outer space and get ready for new epochal breakthroughs, there are fanatics, which are ready for killing in the name of their own god. They are absolutely quiet and calmly directed by smart operations of religious business, which get enormous financial and political dividends. In Transdniestria religious extremism won’t pass, in consideration of people’s and their leader’s character.

We really have yoga’s clubs. There are representatives of creative intelligence, students… But yoga is fate of few people. It needs everyday exercises, sometimes an observation of diet, refusal from smoking and alcohol. That’s why in Republic with wine-cognac production forming of “State of Yogis and Magicians” is impossible. Consequently, there is no such aim. From the point of view of making healthier of people, of course, yoga is ideal. For example, my ability to work really depends on fulfillment of exercises. I’ll tell for especially zealous opponents of yoga, that at first in kindergarten, then in army and in major fitness-clubs yoga is presented as gymnastics. So, if had been plot of yogis, then it had been realized in planetary scale long ago. Anyway, I don’t advice you to jump out of the window with the scream: “Yogi have coming!!!” Yogis don’t come; they sit in position of Lotus… But to say seriously, then yoga proclaims healthy principles: asceticism, non-making money, and refusal from stereotypes, going out beyond the limits of national, religious, social bounds. It’s not bad for the 3-d Millennium.

- What is the Transdniestrian place in Europe?

- If we talk eurasianess as about conception, then as we know there s Western eurasianess –Tiriar, and- Gumilev. The problems are in that: existing continent Eurasia in time might turn into space, that competing with the USA. But today Eurasia is artificially divided into segments. Atmosphere of hostility was created and it’s very difficult to reconcile Russia and Europe, Russia and China. It’s extremely necessary to generate new, above-national and above-religious ideology, thanks to what every inhabitant of the continent could identify himself as “Eurasian”. Eurasian tendencies are favorable for Transdniestria, and if political, economic and cultural Eurasia had been created – TMR would have harmonically enrolled in it. Here Catholics and orthodox have been coexisting for a long time, are conserved all indications of Turkic civilization’s presence – and all of it situated on a very small territory. Unrecognized Republic is on the junction of civilizations… Perhaps, Transdniestria would start to generate a certain Eurasian ideology. I would welcome and in every way contribute to creation of such structure as Institute of Eurasianess in Transdniestria. Exactly here we need to form the base for Eurasian expansion. Today the USA suppresses sprouts of Eurasianess. And Transdniestria has unpleasantness with the USA, because Transdniestria has a Eurasian potential that in a certain sense is higher, then in Russia.

- Could you characterize key threats for Transdniestria?

I would single out geopolitical, military-strategic, economic, information and demographic threats. If we examine geopolitical actor of threats, then we’ll see that on the first place is collision of the West and Russia’s interests. Unfortunately, Russia lose it’s own positions, but its opponents are interested in liquidation of TMR in either way. The West is ready to close their eyes on the Voronin’s communist regime in Moldova, on absence of proper democratic rights and liberties there. And it’s only due to course of integration into Europe and NATO that proclaimed by Voronin. Western people don’t notice that they are lied by him in the same way as Russia. His aim – is consolidation of his private power and that’s all. If we look through economics – then we’ll see, that here we should note that Transdniestrian blockade isn’t stopped now. Every day it brushes off meager crumbs from the tables of Transdniestrian budgetists and pensioners. Republic is forced to sell all strategic fields immediately and to increase fiscal burden of middle and minor businessmen for the support of non-propertied strata of the population. All these things belong to the so-called unpopular measures and are fraught with serious social dangers. If we look through military factor, then we’ll say that we don’t except aggression from NATO. For example, they can do it under signboard of peace-making operation. Military threat becomes more real day after day. By the way, certain forces connected with the West inside Moldova can take the step of provocations and terracts and to accuse Tiraspol of it. And then they will try to go to “world association” for help. Of course, we don’t panic. It’s war of nerves.

We are accused of commerce by weapon, contraband goods and so on without any evidence. They form the so-called information gasket under possible power action. From my point of view there is unprecedented information war with using all the arsenal of newest technologies. And we need to respond to these challenges with dignity. As we remember the tragedy in Adjaria, not a last role in such conflicts plays psychological influence on leader. They needed him to make mistakes, to make wrong decision. However, such a variant won’t come about here.

Important factor of threats is aging of Transdniestrian population. In Republic there aren’t enough working places, entertainment sphere is poor, because there is economic blockade. That’s why the youth is more bored in Tiraspol, than in Moscow. We increase basic resource, connected with providing of State Security. But we shouldn’t save on the youth.

- What’s your opinion about federalization of Moldova?

- I’m afraid of show myself to be banal, but Moldova’s federalization is, in fact, impossible. Federalization – is one of myths, using what international structures get money and they steal themselves this money. If we try to remember 1940 year, then we’ll say that at that time the MSSR was created by ukase of Stalin, but it was Stalin himself. Today there is another matter. And differences between Moldova and Transdniestria are increasing. For example, the RM as State has found according to ethnic principle – ethnocracy. And we have internationalism and civil identification.

They have Romanian educational standards and we – Russian. They had bone privatization, we – auction. They want to integrate into Europe, we – into orthodox fraternity. And these aren’t all the differences. In the end we even have various cultural basics. I’m agree with S. Belkovski that federalization is possible between Bessarabia and Romania with leaving of Gagausia under Turkish protectorate and it will successfully fall into conception of “panturkism”. And Transdniestria, including Bendery and series of other Transdniestrian territories on the right bank of Dniestr will get status of not big independent Republic under Russian protectorate. In consideration of new geopolitical realies ES could participate in the project under conditional name “Independent Transdniestria”, but not on NATO’s tanks. As for me, I’m for Europe, beginning from Dublin to Vladivostok. There is a place for our country. With great respect to Gumilev – I’m for European Tiriar. By its definition, federalization is voluntary unification, voluntary union. And if unification is under duress, it’s not federalization, but it’s occupation.

- What future do you see in Transdniestria?

- Judging by sources of orthodox sits – in future will be “The Republic of Yogis and Magicians”. The Shamble’s light is possible not only in Tybet – but it ‘s possible in Tiraspol, or in the Transdniestrian region of Kamenka. Of course, it’s a joke…

But and it’s obviously the other. Here are unusual people, unusual territory. Here will be Center of new ideology’s generation – generation of the 3-d Millennium’s ideology. You know, exactly here have already surmounted national, religious and other conflicts. Transdniestria will have a great mystical future. And if we don’t want to have big disappointments, we won’t think about final result. After all there is no worst thing as unrealized hopes. The main thing is: to believe and to work.

We protect Republic because we simply live here!
